What You Need to Know About Tertiary Education Subsidy Program

As part of this landmark legislation, the Commission on Higher Education (CHED) launched the Tertiary Education Subsidy (TES) program. What is the Tertiary Education Subsidy (TES)?
The Tertiary Education Subsidy is one of four major components of Republic Act 10931, designed to make higher education accessible to all Filipino students. This grants-in-aid program specifically supports underprivileged students enrolled in Higher Education Institutions (HEIs), both public and private.

Comprehensive Financial Support
TES provides substantial financial assistance to qualified students, covering multiple educational expenses:

Tuition fees
Transportation allowances
Boarding expenses
Books and supplies
Professional licensing costs
(initial application fees, notarial fees, review class fees, insurance premiums, documentation fees)
Additional support for Persons with Disabilities (PWDs)
(special services, personal assistance, specialized transportation, equipment, supplies)
Who Qualifies for TES?
Due to limited slots, CHED prioritizes students who demonstrate the greatest financial need. To qualify, students must meet these requirements:
Filipino citizenship
No previous undergraduate degree
Meet admission and retention policies
(of State Universities and Colleges (SUCs) or Local Universities and Colleges (LUCs))
Not exceeding program duration limits
(typically 4-5 years plus a 1-year grace period)
